Insurance Claim

Hi to you all
we have been a villa owner for 6 years and we have had to make a claim on our Insurance which is in  Kalkan, the Insurance guy came out photograph everything then we got quotes for the work,  the work has been done which they said go a head and they will only now pay for under half of the bill, after the excess has been taken out which is 2% of the value of the property. We have said we want to take it further, so he has given us an email address for the insurance company and guess what they havent answered (which is in Antalia) Can anyone advise us were to go from here, HELP.
