Electric Bills

Looking for a bit of help trying to understand my electric bills. From what I can make out I appear to pay a rate of 0.2148 for the total units i use them a lower rate of 0.1127 for 90% of the total units used. Can anyone help explain?? This appears to differ from a neighbour in the same apartment complex who pays a lower rate for the total units raised and also does not pay anything for the 90%!! Baffled - so am I!!

I got an ex pat to explain them to me.
There are two types of meter, one is on a low, med, high tariff. the other is a general tariff.
then next down the list is the before and after readings and how many units used and the price.
The two dates right at the bottom are when the bill is due to be paid between.
Hope this helps a tadge, no doubt there will be others who can explain it better.
