As this is a hospital primarily for Turkish people, in order to work there, you would need to speak absolutely fluent Turkish. You would also need to be a Turkish Citizen.
If you speak fluent Turkish but only have residency not citizenship, you would need to contact the Ministry of Health in Ankara to see if your qualifications are so unique that no Turkish person would be able to do the job. Your contact with them would need to be in Turkish.
The Turkish Medical system is very good and it employs highly skilled practitioners, the majority of whom are Turkish although a great many of them have post graduate qualifications from medical schools overseas.
