Why does it appear to be the case that properties with two names (e.g. Husband and wife.) on the Tapu, pay twice as much to the belidye as properties with only one?

I don't think that you actually do - the charge is equally divided between the two of you

Well, my reason for asking is because some friends of mine, with both of their names on the Tapu and the bill from the Belidye for their taxes, complained that they are paying twice as much, compared to another nearby property owner who only has one name on his. They have tried to raise the matter at the Belidye office and got nowhere.

The amount the council charge is dependant on the value of the property declared on the Tapu. We had a similar problem in our development where a new owner was paying considerably more than other owners who have owned for a few years. When I went with her to try to sort it out a lady who speaks a little English brought out the tapu for both properties and showed us the different declared amounts and said that was what it was based on.
The bill is divided by the number of owners on the Tapu and you are each responsible for your own share. It doesn't cost more if there are more owners.
