Can anyone clarify whether the tiered water tariffs are applied for each bill? My understanding is that rates for residential property are - first 45m3 (1.1 TL/m3), next 20m3 (2.6 TL/m3) then 3.6m3 for each m3 above 65m3. My question is that do these rates apply each new bill? Clarification would be appreciated.

All of my past bills are in Turkey but, I'm pretty sure that all the rates are re-set each time the meter is read and a bill produced.
There - over there, there are.            To - Going to
Their - belongs to them.                     Too - In addition, Also
They're - Short for they are.

Yes they are reset from the last reading

Otherwise if you think about it you would have ever increasing water bills
