We used Dilek Abaci in Fethiye to prepare a notarized translation of a pension document in order to renew our residence permit.  She charged TL 100 for the translation, and the notary took TL 145. Her sister is a lawyer, they work together.  You could call her and ask their price for an apartment purchase.  Dilek speaks English, is married to a Scot.
