Generators & Regulators?

Since there have been numerous power cuts and fluctuations this summer I wonder if any of the residents could give me some help with sourcing/pricing of generators and regulators. A regulator would hopefully prevent "spiking" of electricity which causes lots of damage to electrical appliances and obviously the generator would help to maintain a supply in the "down days". There have been nuerous answers to this question and have tried all sorts of things, but unless anyone has a failsafe solution. I think this is just one of the things you learn to live with here
