Title: Xfer of name on electricity, water bills from builder to owner

Does anyone know if a charge of £350 for transferring names on water electricity  etc bills from the builder to the owner is genuine? Especially if Living Permission has not been obtained because of irregularities with the original planning application which the said builder has subsequently altered!!

We had to pay around 600TL to transfer water on multiple properties but this was only after we had completed and we didn't do that and pay over final funds until our lawyer confirmed we had living permissions and all the proper title (Tapu) was registered in our name.

hi hanna
went into the council offices by the market and was told 270 lira to change names on water and i think it was about the same for the electric
