Building size per plot

Although I am not looking to build a property here (already own and live here) I have often wondered what is meant by the % building permission given by the Belediye on a plot of land. I see figures like 10 / 15 / 20% building permission but clearly that can't mean the size of building as related to the plot (some seem to try and get 90% building and 10% free space!).

Can anyone tell me, in simple terms, what it means?

You were right in the first instance. The % build is just that the max build size related to the plot. A 500 square metre plot with a 20% build, would be allowed to have a building of 100 square metres. Clearly you are also right about the size of some buildings. It's termed the building footprint, so each floor could be 100 square metres. With additional laws related to the use of the basement and the the roof space.

and outside areas such as a pool, terraces etc as long as they cannot be enclosed do not count in the overall land useage
