Opticians closed

Does anyone know why the opticians is closed in the old town , there is a purple scarf on the door handle does this mean anything ?

I had to pick up some glasses on Wednesday evening and was told that the power was off in the shop.
The man in the bar opposite phoned the man from the optician's and I arranged to pick up my glasses after we had eaten.
