Cheapest Internet?

Could anybody recommend the best (and cheapest) option for simply getting internet access please?

PS  does any one know if you  still have to have residency,  to obtain Internet services , now that you can get broadband without a phone line,  My presumption  is so long as you are a property owner with tapu & tax number and  so long as you have a direct debit to the service provider from your  Turkish bank account ,  it would be Ok !!!!
