Just a heads up in case you didn't know.
The Google Translate App for Android can now be used to translate when you are offline (i.e. not connected to the internet).
Install it, and then whilst you are online (connected to the internet!), preferably wi-fi to avoid costs, select your chosen language (presumably Turkish in this case, but will work with many others) and have it download that language pack to your phone, tablet or phablet.
You can then translate without being on the internet (connected to....sorry, been there!).
Another useful feature is that you can take a picture of a written word (maybe on a sign or a menu perhaps) and get it to translate it.
I think the only thing it won't do offline is to 'read out aloud' the word in the chosen language, but it will when you are back online.
Hope this makes sense? It sounds a bit like explaining the game of cricket; When the team is out, the other team goes in etc etc.
Not sure how much of this is applicable to IOS users (Apple) as I haven't got one, but I don't believe the App will work offline.
