CCTV and Kalkan
July 24, 2007

Dear Kalkan Residents,

Under the leadership of The Kalkan Association (Kalkander) and in cooperation with the local Jandarme and Kalkan Municipality a project is underway to install a digital CCTV system this August to cover most Kalkan's residential areas (see plans below)  in order to prevent and tackle burglary issues as well as any general security problems that may arise. The system will be installed by a leading security company based in Antalya and activity will be closely monitored by the Kalkan Jandarme. Our main goal is to ensure that Kalkan as touristic resort will remain safe and to encourage more tourists to visit. The CCTV data will be saved for 15 days and will be monitored 24/7, however, we would be able to improve the system in the future by adding more cameras and upgrading the memory capacity.

The total project cost is GBP 32,500 and the Kalkan Municipality has already contributed almost 10,000 YTL. Kalkander has already collected 1/3 and the remaining cost will be collected split evenly between the Kalkan property owners and business owners until mid of August. In order to reach this goal, we ask each property owner to contribute a minimum of GBP 100 each, which can be transferred to Kalkander's bank account at the Denizbank (please see the bank details below), paid directly to your maintenance company or dropped by the Kalkander office (please see location below). Each payment will be issued with a receipt.

Please help us reach our goal to benefit the Kalkan community and improve tourism. You can contact us at info@kalkander.org or directly your maintenance company with any questions you may have.   Also, please see our FAQ section below.

Thank you for your support,
The Kalkander Association

FAQ
Is Kalkan a safe place?

Yes. Kalkan has one of the lowest crime rate in Turkey due to the fact the almost everyone knows one another and crime such as theft is highly looked down on.

Why is this system getting installed?

The main reason for installing the CCTV system is to take precautions before it may become a serious trouble threatening the future of tourism, most investments and naturally the general livelihood of Kalkan.

Who will own the system?

The Kalkan Municipality.

Who will monitor the system?

The local jandarme.

Is GBP 100 contribution payment one-off payment?

Yes. No more will be demanded.

Will contributors be receipted?

Yes. You can collect the receipt from the Kalkander Association or through somebody else including your maintenance company.

Do you have to contribute?

No, but the system is dependent on your contributions.

Has enough money collected so far?

Enough to pay the first installment.  The rest of the money will be collected in the next couple months. Almost all local businesses in Kalkan have contributed including the Kalkan Municipality. Should we receive less money than anticipated, then a lesser number of cameras will be installed. The more money, the more cameras!

Who will be providing regular maintenance for the system?

A local company acting as subcontractor.

Will the system be insured?

Yes.

Where about in Kalkan will the cameras be installed?

16 cameras are planned to be installed in various parts of Kalkan including Kisla, Ortaalan and Kiziltas areas, Kalamar and Kalamar Road, the old town, main streets, roundabouts, Akbel (top of Kalkan on the way to Fethiye), Bezirgan Road.  Almost all residential areas in Kalkan will be covered. One 360 degree main zoom camera will be installed on a commanding point in Kalkan and will be able to monitor/save the moving images for 10 days. If we would generate more finance in the future the number of cameras and memory capacity will be extended

What about privacy?

The system is not about intruding into people's private life but an effort to marginalize crime rate. If we decrease the number of opportunities for easy crime, we can reduce the number of people becoming professional criminals. Read more on this link:

Is there a guarantee that this system would eradicate all potential theft and/or criminals?

No system can guarantee this (not even in the UK where there is one camera for every three people) however, such systems can seriously deter any potential crime in a society particularly theft, traffic related issues etc.

I am sure on my rounds I have seen cameras at strategic roundabouts and junctions!
Or it could have been just one that I keep passing.
