Selling a car with MA plates

We have a Honda CRV with MA plates.  Does anyone know if we can sell it to a Turkish citizen?  Does anyone know the procedure for selling it?

'M' plated cars can only be sold to foreign people. Albeit, you can transfer the car back to normal Turkish number plates then can be sold to anyone.
