Selling moped - non resident

Have been to Kas today to do the paperwork to transfer a scooter owned by a UK resident to a turkish citizen. Paperwork was all completed until it came to the turkish residency number! The uk person selling the scooter bought it in 2007 when there was no need for residency and has no residency now and doesn't want it. The Kas noter advised that they couldn't sell the scooter without residency as the computer system wouldn't except the transfer without the sellers residency number. They advised that some new law or something had been put in place since Monday 5th December 2011 which says you cannot buy or sell without residency. We called the local police and they advised the noter to just put dots in the residency number field on the computer...computer says NO.

Has anyone else come across this problem?

We know that you need residency to buy but surely you don't need residency to sell...what happens if the person selling cannot get residency due to lack of funds, no address etc.

Going to phone the fethiye noter in the morning hoping that they know what to do as the Kas noter was usless and had no idea how to resolve the problem.

Any advice/help would be great just in case we come up with nothing in the morning.....thanks

Seller need to sign power of attorney to any turkish citizen and he will able to sell that to anyone.

We do have power of attorney as the seller is in the uk. The power of attorney is held by a turkish citizen and gives him the right to sell on the owners behalf but they still want the owners residency number and not the turkish persons ID number.

They said that no foreigner can buy or sell without residency and that this all changed on Monday 5th December 2011.

We are hoping this is another case of Kas mis-understanding the rules and hope that a more clued up Fethiye noter will be able to resolve this. If not anyone who owns any property or goods that fall into this category are stuck with them if you cannot get residency.

Will update this tomorrow once we have spoken to Fethiye.

I think that you will find that they are correct in what they say

As a foreigner you cannot buy and / or sell motor vehicles unless you have Residency

However this is Turkey so you never know .......
