Breaking news from KTLN is that it looks like you now need residency to buy a property in Kalkan. They are trying to get some clarity on this issue. See the article:-

It still looks as though the Turkish Government [ if this story is true ] are still trying to make it difficult / expensive for foreigners to invest and settle in Turkey.
Or maybe it is a bargaining ploy for the proposed Governmental discussions on Residency proposed for the autumn
Bet all the estate agents are out celebrating :)

It seems a nonsense to make these changes and apply for EU membership at the same time...they are so diametrically opposed to each other.

Lets hope it's a misinterpretation of the law. I imagine builders and estate agents will be making their own protest as it will badly affect their business if it is true. Perhaps those who are in contact could let them know.

I'll keep tabs on this but can someone please explain to me how this can be applied retrospectively?
 
If, and that's a big if considering the recent debacle over visas, this goes through, it will certainly affect resale values which as an owner concerns me greatly. On the other hand are we seeing the first stage of a Spanish style land grab? I certainly hope not but I'm beginning to get the distinct impression that we're entering a period of some uncertainty.
However, if this culls a few estate agents there will be a certain schadenfreude on my part.

'KTLN has published this report, having spoken to local lawyer Kader GüneÅŸ, who discovered this new requirement as she was attempting to get a tapu for a Kalkan client.  We have also had this development independently confirmed from two other local sources.'

How much difference might it make if another tapu office was used?  When I bought my apartment in Kalkan because my solicitor was based in Fethiye everything was done there.  Might they have a more favourable interpretation of the law?

I am particularly worried because my apartment has been put on the market this year - maybe not a moment too soon IF I get a buyer but the market is so slow at the moment, the goalposts may have changed yet again if I ever get to that stage.

Not much of a sale price is going to be achieved from anyone other than a foreign buyer. :o Will have to keep tabs on it all.  Anyone want to buy my apartment?!!!  ;D

Let's hope this is another 'visa scenario' and the Kas office retract their decision as this won't help anyone.

I can confirm that the Kas tapu office, rightly or wrongly, is insisting on a kimlik number for the new buyer.  Normally this number is given after the person gets residency permit.  Perhaps there is or will be a new procedure in place to obtain such a number without residency.

If not, there will be people who get a tourist residency permit, buy a property and do not renew when it comes due.  This looks to be another of those poorly thought out bureaucratic misadventures.

My thoughts exactly, Cosetta.  The cost (or even the hassle) of getting one year residency should hopefully not stand in the way of someone that has decided to buy a property.  I would also very much doubt that there would be sufficiently joined-up government to insist on property owners renewing residency annually when they have valid tapus in their hands.

Hoo-ray!  Thank goodness for that.  Our apartment only went up for sale 2 weeks ago and we are very pleased about this news.  Thanks to KTLN for all the info concerning this. :))
Currently have an apartment in Kiziltas which we visit as often as we can.  Hoping to retire to Kalkan in 10 years.
