Another Chained Dog

We regularly see a poor wretched dog who is obviously permanently chained to the ground with a run of only about 6-8 feet feet.  He is on the side of Villas on the road below the new road and about 200 yards beyond White Dream Apartments.
Last year he was kept in the owners open garage.  We took pity on him in the hot weather and several times gave him water which he lapped up willingly.  This year they have nailed together some wood and created a rough looking outside "home" with a piece of metal over the top.  He sits and lies there all day trying to shelter from the sun with little or no interaction with anybody human or otherwise and obviously looks absolutely boiling.  We have to be careful but we certainly have not seen any sign of him being freed temporarily or being taken for a walk.
He must get fed and watered but that seems to be it.
He is lovely dog who despite his predicament retains a pleasant demeanour although recently he has started barking for much of the day (and night) which is hardly surprising.
His chain has been shortened recently, it appears to have spikes on it (although the chain itself and where it is secured seems to change regularly). 
Can he be helped?

This sounds like sheer cruelty.  A metal tin roof for shelter? It must be like being in an oven!  What is the purpose of keeping an animal tethered continually like that?  It cannot be a guard dog if it's chained up as what kind of threat is that to an intruder and it's certainly not a pet by the sound of it.  I wish I was there right now and could set it free.  I get so upset and angry when I hear about this kind of thing.  The poor dog would be better off roaming the streets.
