Dog chained in field without water, little shade

In Kalamar, in a field adjacent to Akdeniz Caddesi, there is a young shepherd-type dog who previously had been chained inside a open garage across the street.  Previously he at least had shade, water and a bed.  Now he is chained in the field opposite the open garage where passersby don't see him without going to look. 

He has no water bowl, only a minimum of shade provided by a wooden, open-slat crate.  And he has wound himself around a nearby tree such that he is now on about 1 meter of chain and can barely go into the crate. 

IOW, he is abandoned there it seems.  Should he be let go?  At least he could find his own water and shade.

Hi Cossetta,
 Thanks for letting us know. I have spoken to someone in Kalamar who has been to have a look. Apparently there was a water bowl but as the dog had wound it's lead round the tree it couldn't reach it. Anyway, the owner has been spoken to and they are going to put the dog somewhere shadier.

This sounds like the dog I saw several times whilst on holiday. Can someone please keep an eye on him? He is very friendly. My partner and I would buy water to top up his bucket as he frequently knocked it over and it would go unnoticed by his owner. We also fed him as I only ever saw his owner feed him scraps and I mean literally food rubbish- dried bits of bread. I appreciate the street dogs don't get much more but as he was tethered he didn't get opportunity to find anything more than the rubbish his owner was giving him. We often fed him and he was starving. I hated to see him tethered all day.
